As part of the Investment Promotion in Japan in September 2023, Saigontel keep a role as the investment promotion agency of Long An province; with the connection, Saigontel successfully organized a meeting between Mr. Keiichiro Asao - Member of the Japanese Lower House and the delegation from Long An province.

On the Long An province side, the delegation was led by Mr. Nguyễn Văn Út - Chairman of Long An People Committe, along with leaders of various local departments and agencies. Accompanying the delegation was Ms. Nguyen Cam Phuong - General manager of Saigon Telecommunication & Technologies Corporation (SAIGONTEL). All meetings within the framework of the program were held at the Japanese Lower House; It is an office under National Diet Building which is a high-level government office that is not easily accessible to both Japanese citizens and Japanese businesses.

At the meeting, both parties shared information about the current economic, educational, and infrastructure situations in their respective regions. They also discussed the directions for developing each of career. Mr. Keiichiro Asao expressed particular interest in education, which is considered a core element in a nation's development.

In the meeting, Mr. Keiichiro Asao shared his perspectives on economic and educational development: "Aiming for a society where everyone can face as many challenges as they wish (Supporting those who accept challenges and keeping the economy growing; Expanding abroad attractive Japanese products, technologies, and agricultural products; Artificial photosynthesis, etc. We will support the use of new technologies that do not yet exist in the world; Enhancing inward-focused strategies, increasing the number of tourists to Japan, and revitalizing the domestic consumption market; raising the minimum wage and reviving the economy...). Additionaly, we will support childcare and aim for a Japan filled with children's smiles (Expanding childcare support to address the population issue, which is a factor hindering economic growth; Developing a work system that allows employees to face multiple challenges even when leaving their workplace to have or raise children; Developing core cities across the country and creating an educational environment where all children can seize opportunities...).

After the meeting with Mr. Keiichiro Asao, by Saigontel's connections, the Long An delegation worked with Japanese companies in multiple fields such as education, IoT technology, advanced agriculture technology, logistics 4.0, import and distribution of seafood, local agricultural products, etc. Different industry groups worked separately with representatives from relevant government departments to achieve the highest efficiency.

On September 8, 2023, Dong Nai People Committee organized a signing ceremony for a Memorandum of Understanding between the Green Infrastructure Development Alliance of SAIGONTEL and the Province. The memorandum of understanding pertains to cooperation in green growth for the entire province.

The ceremony was attended by representatives from Dong Nai Province - Mr. Nguyễn Hồng Lĩnh - Member of the Party Central Committee, Dong Nai Provincial Party Secretary; Mr. Ông Võ Tấn Đức - Chairman of Dong Nai People Commitee, along with leaders of Provincial departments and agencies. During the ceremony, representatives of Saigontel and Dong Nai Province signed a memorandum of understanding on green growth cooperation in the province. According to the memorandum, Saigontel's Green Infrastructure Development Alliance and the province will research and analyze opportunities for reducing emissions in Đồng Nai Province; technologies and roadmaps for reducing greenhouse gas emissions; policy development; implement emission reduction plans to enhance competitiveness. Additionally; attracting green financing from foreign investors and multinational corporations to deploy technologies and solutions for emission reduction and improvement in various areas related to the tasks and solutions specified in Decision No. 888/QD-TTg (dated July 25, 2022) of the Prime Minister approving the Plan for implementing the results of the 26th Conference of the Parties to the United Nations Framework Convention on Climate Change.

In his speech at the signing ceremony, Mr. Nguyễn Hồng Lĩnh - Provincial Party Secretary - expressed his support for the determination of Saigontel and its partners in the Green Infrastructure Development Alliance. He mentioned that Dong Nai is a province located in the Southeast region with a large economic scale. The province covers an area of approximately 6,000 square kilometers and has a population of 3.5 million people. There are nearly 20,000 businesses operating within the province. Dong Nai is also one of the top five provinces contributing significantly to the national budget and is committed to sustainable development and the green growth goals set by the government at COP26. The province of Dong Nai fully supports the United Nations' sustainable development goals and international organizations' efforts towards green development. Additionally, the province is determined to work closely with its partners in the program to implement the COP26 commitments and hopes to achieve positive results in the near future.

During the ceremony, Mr. David Lewis, Chairman and CEO of ECV, shared the development projects to Net Zero standards that align with Dong Nai province's green growth strategy. With leading companies in carbon reduction planning, clean energy development, and green infrastructure in the United States and Europe, the Green Infrastructure Development Alliance will identify key projects, create plans for net emissions reduction, and introduce major global partners to implement the green growth initiative.

Mr. Stefan Rohmer - CEO of MAIUS expressed his honor to be present at this working session. MAIUS stated that most green credit funds and financial funds from Luxembourg, Germany, and Switzerland in the field of infrastructure and logistics are eager to participate in the implementation of specific industries and projects. Additionally, the governments of these countries expressed their support for the green growth strategy and hoped to meet with provincial leaders in the near future. To attract global green investment funds, all parties need to establish a legal framework and commitments to monitor common goals.

In addition, representatives of Allotrope Partners shared that they are currently supporting World Bank and several other organizations in implementing carbon credit projects. For Dong Nai province, Allotrope Partners will collaborate in three steps to reduce carbon emissions and achieve the set goals: (1) conduct an assessment of the current carbon emissions in Dong Nai province, (2) develop a plan and solutions to minimize emissions along with an implementation plan, and (3) execute the solutions, assess progress, and monitor results.

Factories were invested in production in Da Nang hi-tech park which got special offers such as: Applying the tax rate of 10% for 15 years (instead of 20% like normal industrial parks); Tax exemption for 04 years and a reduction of 50% of tax payable for the next 9 years; For investment projects of VND 3,000 billion or more, the tax rate of 10% is applied for 30 years.

On the morning of July 25th, 2023, Long An Province solemnly organized a Conference on the Announcement of Planning and Investment Promotion in order to promote and attract investments within the province. Up to now, Long An Province is the 10th locality nationwide and the first locality in the Southern region to have its provincial planning for the period 2021 - 2030 approved, with a vision towards 2050.

The conference was attended by Prime Minister Pham Minh Chinh, along with the leaders of central agencies, departments, and sectors; representatives from embassies, international organizations in Vietnam; leaders of some provinces and cities within the country; leaders of business associations, enterprises, corporations, and investors from both domestic and foreign sectors. In this conference, Saigon Telecommunication & Technologies Corporation (SAIGONTEL) was recognized as one of the enterprises contributing to the realization of the vision and socio-economic development goals, enhancing the quality of life in Long An province, as well as playing a part in the overall development of the country.

Regarding the content of the provincial planning, it clearly outlines the province's viewpoints, development orientations, and goals until the end of the planning period, as well as the vision for the year 2050. The planning allocates spatial development and resource distribution for economic, social, defense, security, and environmental protection activities; presents breakthrough steps for the province's development during the planning period; aligns with the National and Mekong Delta Region Development Strategy; thereby creating new development opportunities and bringing new value to Long An province. At the conference, besides receiving information about the Long An provincial planning for the period 2021 - 2030 and the vision for 2050, participants will also have the opportunity to learn about the province's socio-economic situation. Along with this, domestic and foreign investors will grasp information about the province's policies, development orientations, and investment-attractive projects that the province is calling for.

Simultaneously, during the conference, Long An province exchanged a cooperation memorandum of understanding (MOU) between the Provincial People's Committee and Saigon Telecommunication & Technologies Corporation (SAIGONTEL), along with partners from SAIGONTEL's Green Infrastructure Development Alliance. The partners include Energy Capital Vietnam (ECV), Allotrope Partners (AP), Chart Industries (CI), Babcock & Wilcox (B&W), among others. These are leading companies in the field of clean energy and the environment in the United States, who will collaborate to develop a roadmap and support the implementation of energy technology and green technical infrastructure solutions in SAIGONTEL's invested green industrial parks. The immediate objective is to develop the Tan Tap Industrial Park and South Tan Tap Industrial Park into green industrial parks, aiming to reduce carbon emissions and become internationally certified Net-Zero standard industrial parks, the first in Vietnam, accredited by an international assessment agency. The agreement will help establish a cooperative relationship among the parties in advising on carbon reduction plans and building a Net-Zero roadmap towards 2050 for the entire Long An province. It also supports the province in attracting green development capital and contributes to realizing the Vietnamese government's commitment to achieving "Zero" net emissions by 2050. This direction aligns well with Long An province's efforts in climate change adaptation over the past time. The close public-private partnership will contribute to constructing a specific action roadmap and direction, towards the national Net Zero goal.

At the conference, Mr. David Lewis - Founder and CEO of Energy Capital Vietnam (ECV) stated that "Through the investment promotion activities of the Vietnamese government in the United States last year, ECV was very impressed with the strong commitments and action programs of the Vietnamese government at the United Nations Climate Change Conference (COP26) aimed at achieving a net-zero emissions target by 2050. This is the reason why Energy Capital Vietnam and a delegation of U.S. enterprises are present in Vietnam, as well as at today's conference in Long An province, to collaborate with the local authorities and businesses focused on developing infrastructure and energy in Vietnam in general and Long An in particular."

Furthermore, the representative of the SGT - STS Joint Venture, Mr. Kim Hyeon-seok, discussed the implementation of the Pangyo Technology Valley model with long-standing collaborative partners such as Gyeongsang National University and Gyeongsang National University Hospital, along with major investment funds. This collaborative effort aims to capture the global green transition trend, aligning with economic development goals while addressing environmental challenges for sustainable growth. This foundation establishes a circular economic development cycle and attracts high-tech companies. Simultaneously, it encourages and nurtures high-risk startup companies to break away from a general industrial complex, fostering policies that cultivate talent and provide a nurturing environment for businesses with rapid growth potential through technology. This is the model that the SGT - STS Joint Venture aspires to deploy and develop for projects in Long An.

On the morning of August 17th, at the Provincial Party Committee's office, a working session occurred between Dong Nai Province and the executive board of Saigon Telecommunication & Technologies Corporation.

According to the meeting, Mr. Nguyen Hong Linh - Member of the central committee, Secretary of the Provincial Party Committee of Dong Nai Province, listened to the report from Saigontel regarding the preparation for signing a memorandum of understanding on the Carbon Emission Reduction Collaboration Program within the province's territory. The report also covered the development of industrial zones and clusters following the Net Zero standard.

Climate change is strongly affecting every aspect of social life and the sustainable development of the planet. Coping with climate change has become an urgent requirement and a top priority mission for many countries and organizations worldwide. Currently, reducing carbon emissions is one of the significant objectives in the development of a green and sustainable economy to combat climate change. It is recognized that the advantages of Dong Nai province, such as the Cat Tien National Park, Tri An Lake, and various ecological spaces, these favorable conditions provide an opportunity to develop a carbon emission reduction program.

During the meeting, the Secretary of the Provincial Party Committee directed the Party's Standing Committee of the Provincial People's Committee to collaborate urgently with Saigontel to finalize the memorandum of understanding on the carbon reduction cooperation program within the province (expected to be signed in August 2023). This includes establishing a provincial task force and developing a program/project for carbon reduction toward achieving Net Zero in Dong Nai province. Additionally, the development of an industrial zone and industrial clusters according to the Net Zero standard was discussed to lay a solid foundation for the green and sustainable development of Dong Nai province.

In May this year, the Korea Trade Promotion Agency (KOTRA) held two important seminars in Vietnam and Korea, aiming to connect Korean businesses with Vietnam in diverse fields. Mr. Nguyen Huy Duc - Project Manager of Saigon Telecommunications & Technologies Corporation (SAIGONTEL), and his associates represent Saigontel Group.

1. Opening the series of events was a seminar with the theme "Global Net Zero Connection in Asia 2023" held on May 18-19/05 at Intercontinental Hotel – Keangnam Landmark Hanoi. The seminar was attended by 40 Korean businesses, government organizations and businesses from 8 Southeast Asian countries along with presentations on climate change and greenhouse gas emission reduction. Within the framework of the program, there were two discussion sessions on Global emission reduction trends, along with the introduction of emission reduction projects of some prominent enterprises in the world such as Low Carbon Investment. According to McKinsey, recently, Vietnam's Net-Zero strategy commits to a 43.5% reduction by 2030, making Vietnam one of the most ambitious countries in Southeast Asia (along with Malaysia). It is a Sustainable Development Strategy based on 03 elements: Assets/ Portfolio o Decarbonization; Building new Green Enterprises (e.g. EV, CCUS, Carbon Offsetting); Green Investment Sustainable Investments and Funds, Public Private Partnerships (green bonds).

2. Following the series of KOTRA events this year, "Global Green Hub Korea 2023" was held at Bexco Exhibition Convention Center - Busan - Korea on May 25-27/05.

Global Green Hub Korea (GGHK) is Korea's largest connection event in the environmental field to achieve carbon neutrality and green transition. This event takes place every year in Korea to introduce major projects in the field of environmental remediation and renewable energy to leading government agencies, investors, and contractors in Korea. Since 2009, GGHK has been organized to provide global insights on the green transition through expert forums and facilitate green cooperation between Korea and the global community. This year, GGHK is held in conjunction with Word Climate Industry Exhibition (WCE) - the first exhibition organized by integrating BIG3 exhibition in the field of environment and energy of Korea, introducing technology and pioneering products.

Saigontel and the partners who are experts in the stem cell sector from a number of Japanese universities and hospitals proposed to cooperate in creating a stem cell culture lab in the area with modern equipment which follows the model certified by the Ministry of Health, Labor and Welfare of Japan. Based on this lab, Saigontel's Japanese partners will send a team of doctors and experts to work, transfer technology, and train technicians on stem cell culture based on Japanese technology with the expectation that will develop into the leading stem cell center in Vietnam and will provide stem cells and stem cell products to all medical facilities in need in Vietnam.

Speaking at the meeting, the Vice Chairman of the Provincial People's Committee, Mr. Nguyen Thanh Binh highly appreciates the cooperation proposal of Saigontel and its partners. Thai Nguyen province is ready to cooperate in developing stem cell technology in the area. He believes that ministries and sectors will soon "clear the legal barrier" for stem cell technology to develop in Vietnam in general and Thai Nguyen province in particular.
